Description of County and State Resources
Mental Health Services
The County Department of Mental Health, under California law, commonly called AB3632, is responsible for providing mental health services and residential placement for seriously disturbed students. If you believe that your child needs
mental health services, you should request the school district refer your child to the Department of Mental Health for an assessment. The Department of Mental Health must follow the assessment time lines. Following this assessment, the
IEP team will meet to consider the need for mental health services or residential
placement.
A.B. 3632/882 Inter-agency responsibility for related services
The state legislation uses inter-agency agreements to maximize use of available funds and facilitate coordination between agencies charged with providing services to people with disabilities. It requires that local education agencies,
such as your school district, arrange with other specified agencies to provide related services (needed for student to benefit from special education) using an inter-agency agreement.

California Medical Assistance Program (4260)
In California, the federal Medicaid Program is administered by the state as the California Medical Assistance Program (Medi-Cal). This program provides health care services to welfare recipients and other qualified low-income persons
(primarily families with children and the aged, blind, or disabled). Expenditures for medical benefits are shared about equally by the General Fund and by federal funds. The Medi-Cal budget also includes federal funds for (1)
disproportionate share hospital (DSH) payments, which provide additional funds to hospitals that
serve a disproportionate number of Medi-Cal or other low-income patients, and (2) matching funds for state and local funds in other related programs.
At the state level, the Department of Health Services (DHS) administers the Medi-Cal Program. The California Medical Assistance Commission negotiates contracts with hospitals and health plans for the provision of Medi-Cal services.
Other state agencies, including the Department of Social Services, the Department of Mental Health, the Department of Developmental Services, the California Department of Aging, and the Department of Alcohol and Drug Programs receive
Medi-Cal funding from DHS for eligible services that they provide to Medi-Cal beneficiaries. At the local level, county welfare departments determine the eligibility of applicants for Medi-Cal and are reimbursed by DHS for the cost of
those activities. The federal Centers for Medicare and Medicaid Services oversees the program to ensure compliance with federal law.

The CHDP program is a preventive health program serving California's children and youth. CHDP makes early health care available to children and youth with health problems as well as to those who seem well.
Many children and youth in California have unmet health needs. Through the CHDP program, eligible children and youth receive periodic preventive health assessments. Children and youth with suspected problems are then referred for
diagnosis and treatment. Many health problems can be prevented or corrected, or the severity reduced, by early detection and prompt diagnosis and treatment.
CHDP works with a wide range of health care providers and organizations to ensure that eligible children and youth receive appropriate services. These CHDP providers include private physicians, local health departments, schools, nurse
practitioners, dentists, health educators, nutritionists, laboratories, community clinics, nonprofit health agencies, social and community service agencies.
Who is Eligible for CHDP Services?
Medi-Cal Eligible Children and Youth CHDP provides periodic preventive health services to Medi-Cal recipients based on the federally-mandated Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) Program. All California Medi-Cal
recipients from birth to age 21 are eligible for health assessments based on the following schedule:

Medi-Cal recipients who are enrolled in Medi-Cal Managed Care Plans are eligible for health assessments according to the American Academy of Pediatrics' (AAP's) Recommendations for Preventive Pediatric Health Care.
Non-Medi-Cal Eligible Children and Youth CHDP provides periodic preventive health services to non-Medi-Cal eligible children and youth from birth to age 19 whose family income is equal to or less than 200 percent of the federal income
guidelines. They are eligible for health
assessments based on the same schedule as Medi-Cal eligible children and youth.
Head Start/State Preschool
Children in Head Start and State Preschool programs are eligible for CHDP health assessments while enrolled in these programs.
Community Mental Health

The California Department of Education (CDE) is ultimately responsible, through your school district, (LEA) school district for ensuring that services are provided, even if another agency actually provided the service. Parent’s rights
